Are the times that the power is enabled and disabled the same every day?
If so, it may be possible for you to set up a job that dials the computer
from "home base" and configure the computer for Wake-On-Modem.  That way if
the computer is plugged into the mains it will turn on when it detects a
ring.

Alternatively, some BIOSes allow you to schedule computer boot/shutdown
sequences -- if you can't solve it, you may have to look into locating a
system that will allow you to do this.
