I haven't seen that particular error but most of the Installer errors I see are permissions related. Check the perms and ownership on the c:\winnt\installer folder. This is usually the culprit.

I've got the latest InstMsiW.exe but it won't install because the service is already installed and running. Is there a way to uninstall the service so I can try to fix it? Is there a better way to fix it?
