I had this exact problem. I have Norton Antivirus for Exchange running on my server. When I upgraded to 2002 it slowed down email entirely. I changed the mode from mapi/vapi to just mapi and the slow downs went away. I think it has something to do with that, but I really didn't look to deep into it.
