Effective 5/1/03, MS no longer bundles terminal server license with XP and W2K. If implemented for w2k before 5/1/3 ok, but W2k3 requires a license for all os (at least on paper). I just upgraded a nt terminal server to w2k3 and got a licensing lecture from ms.

It is not concurrent. We have it here and if a machine logs on, one of those licenses is assigned to that machine. If there are no licenses available, a machine is granted a temporary license; which I believe is good for 30 days. You are correct, though, in that W2K and XP Pro have builtin licenses. This changes with Windows 2003, though. Those W2K and XP clients that already have licenses will be "grandfathered" in, but any new ones will require a purchased license.
