Damn...of course it would have to make sense in Microsoft's favor. OTOH I
can't see it being smart to make a FSMO also an Exchange server and
file/print server. Oh well.

  Short answer: Yes.

  Exchange licenseing is completely separate from Windows Server licensing.

  To connect to a Windows Server, you need CALs.

  To connect to Exchanage Server, you need CALs.

  Since Exchange only runs on Windows Server, you need both CALs.

  The usual bits about "per-seat" vs "per-connection" CALs for Windows
Server still apply.
