It's a Debian boot process problem. Please submit a bug report. Ubuntu
development already fixed it.

The trick is to set the locale environment (LANG, etc variables) before you
mount the NTFS partition. On Debian (and on most other distros too) this
happens to late. That's why it doesn't work after boot but it works after
an unmount/mount.
