After making the change to texexec.pl suggested below, I am happy to report
that my system is crafting Metapost graphics on the fly, as is evidenced in
these beautiful lines in my log file:

system(mpost --alias=mpost --undump=metafun
context-matrices-mpgraph)...execute
d.

 [MP to PDF context-matrices-mpgraph.1]
(context-matrices-mpgraph.1)
