The practice of installing to a custom directory was started ages ago when using Tex Live. I recall it being recommended when I first used ConTeXt. A couple of years ago the practice allowed ConText and programming for generating monthly reports for a small gas company. The appropriate directory is placed at the beginning of PATH.
