Okay, JP, I solved the second problem (no chapter-level bibliography for
Chapter 2) easily enough: had forgotten to include repeat=yes

will produce (Beiser, 1987; Beiser, 1990). It might look better if
we could get (Beiser, 1987, 1990). At the moment I can't quite see
how to get that.
