JP, it is only the citation of an author with two or more works that
remains unsolved. I soon realised, with the chapter-level bibliography,
that I needed a repeat=yes, since many of the same works are being cited
per chapter. So we can forget that issue.
In brief response to the info you request below with regard to the
Rogers 1951 and Rogers 1961 references issue:
* single main file
* no separate environment file
* \startchapter...\stopchapter
* we can ignore the \placebtxrendering info per chapter, because it
was my omission of the repeat=yes that was resulting in the
non-appearance of the chapter-level bibliography. Now resolved.
* btx definitions and renderings are in the preamble of the single file.
* end of thesis calls in the entire bibliography
The obvious difference between your MWE and my setup is that you are
calling in a buffer, whereas I am calling in a references.bib file with
[main::rogers1951client,rogers1961person], so I wonder if the issue lies
there. But one test I did was to create a buffer in the preamble for the
rogers material (I left in the Jacobi example as well), and I adapted
your MWE into a setup and called that setup at the first appearance of
the double Rogers reference:

We do not need the whole thesis, of course. The environment file (or
the relevant parts of it), the main project/product skeleton, and the
beginning/end of Chapters 1 and 2 should probably be enough.
My suspicion is that we need to separate three things more carefully:
the structural scope of the chapter, the method by which references
are collected/rendered, and whether entries already rendered in a
chapter may be rendered again later in the final bibliography.
Once we see your document structure, it should also be possible to
make a small two- or three-chapter test that reproduces exactly what
you need:
Chapter 1 → local bibliography
Chapter 2 → local bibliography
…
End of thesis → complete bibliography containing everything.
That may also help explain why the Rogers example works correctly in
the small MWE but not inside the full thesis.

will produce (Beiser, 1987; Beiser, 1990). It might look better if
we could get (Beiser, 1987, 1990). At the moment I can't quite see
how to get that.
