How about adding something like this to the distribution:

        [blockquote][quote]

\setupdelimitedtext
        [blockquote]
        [location=margin,
        left=,
        right=,
        leftmargin=standard,
        ]
================================

I'm working on a context utility that I want to distribute when done and  
we need a standard, quotes-empty blockquote mechanism. This way we can  
leave \quote and \quotation alone.
