Before and after the list you can set the vertical space with
\setupitemize
[before={\blank[<dimension> or <keyword>]},
after={\blank[<dimension> or <keyword>]}]
and between the individual items with
\setupitemize
[inbetween={\blank[<dimension> or <keyword>]}]
