This fix has two items...
1. Minor wordsmithing on ntop.8 (flows through to ntop.txt and ntop.html)
removed a couple of obsolete notes, etc.
2. Changed the makefiles to use groff vs man2html. man2html is broken (it
doesn't support macros) and hasn't worked since at least 2.1.3 days.
We already require groff to make the ntop.txt file and the -Thtml option
goes back to 1999. So I think it's a reasonable risk :-)
