Fix a long-standing anoyance w/ ALWAYS getting the
Truncated network size warning message.
1. /32s are now handled separately
2. Other networks don't AUTOMATICALLY add more room for multicast
hosts than there actually is in the array.
Note that if there are sites with small networks and a lot of multicast,
this fix might hurt, but for MOST users it will reduce memory usage.
