Read BUILD-NTOP.txt

The crux of this is that Julian's work has been to take the default cvs and
make it run.

I'm waiting for Julian to confirm one tiny fix in configureextra/openbsd
before I commit it, so you probably want to add

LN_S="ln -sf"

to configureextra/openbsd.  (At least I *think* that's the fix).

But basically, the current cvs version compiles and runs (at least for a
little while).
