Most older browsers interpreted the alt as tooltip. It's only with the HTML
4.0 TR (which ntop does NOT, btw, claim to follow - notice no DOCTYPE) that
there's a suggestion of this usage
(http://www.w3.org/TR/REC-html40/struct/global.html#adef-title):

"7.4.3 The title attribute
Attribute definitions

title = text [CS]
This attribute offers advisory information about the element for which it is
set.
Unlike the TITLE element, which provides information about an entire
document and may only appear once, the title attribute may annotate any
number of elements. Please consult an element's definition to verify that it
supports this attribute.

Values of the title attribute may be rendered by user agents in a variety of
ways. For instance, visual browsers frequently display the title as a "tool
tip" (a short message that appears when the pointing device pauses over an
object). Audio user agents may speak the title information in a similar
context. For example, setting the attribute on a link allows user agents
(visual and non-visual) to tell users about the nature of the linked
resource:"

In HTML 3.2 (http://www.w3.org/TR/REC-html32-19970114#img):

"alt
This is used to provide a text description of the image and is vital for
interoperability with speech-based and text only user agents."

Title isn't even mentioned as an attribute. So we're stuck w/ real-world
tests.  Try this trivial page:

<html>
<head>
        <title>Alt vs. Title test</title>
</head>

<body>
<ul>
<li><img src="bogus.gif" title="Title"></li>
<li><img src="bogus.gif" alt="Alt"></li>
<li><img src="bogus.gif" alt="Alt" title="Title"></li>
</ul>
</body>
</html>

IE5.01/5.5: 1: broken graphic icon, "Title" tooltip
                2: broken graphic icon, "Alt" tooltip
                3: broken graphic icon, "Title" tooltip
IE6 1: broken graphic icon, no tooltip
                2: broken graphic icon, "Alt" tooltip
                3: broken graphic icon, "Title" tooltip

Opera 7.54 1: "Image" in a box + "Title: Title" tooltip
                2: "Alt" in a box + no tooltip
                3: "Alt" in a box + "Title: Title" tooltop

NS6 1: "Title" plus "Title" tooltip
                2: "Alt"
                3: "Alt" plus "Title" tooltip

Gecko 1: Broken Graphic Icon + "Title" tooltip
                2: "Alt"
                3: "Alt" + "Title" tooltip

So, the best bet might be to have the same text for both - let the foolish
browser pick among them.

As a general idea, I'd like to move ntop to xhtml so we can offer more
extensive css based styling, but that's a huge project. Until recently
there was a lot of resistance because of people still using old (NS4 and
ilk) browsers. Whether we've reached a tipping point on html 4.01/xhmtl
support?? We don't have that kind of information...

Subject: [Ntop-dev] Mozilla/Firefox Tool-tip support

Any chance of getting the attached patch included in 3.1? It's already been
sent to the patch address.

In Mozilla and Firefox, the tool-tip popup is done via title="" option, not
the alt="" option. The latter is supposed to be for text applications.

The patch is not a complete fix, but it is significant start.
