..now, do you want to _control_ bandwidth usage etc, to 
deliver the services to your paying clients?  Or, will 
_monitoring_ do the job, "good enough", for you?

..I'm setting up control gear for a local 802.11 based isp here, 
we started with throttling the bandwidth, and use poptop tunnels 
to wrap in all the traffic, some of the cheaper routers can only 
manage 256 connections before they stall and reboot.
