Run 'netstat -an'
at your ntop machine and check if it really listens at tcp/3000 port.

Check if your firewall (iptables/ipfw) blocks access to this port.

Run telnet localhost:3000 and if you get connected, type GET / or something
like that.
If from localhost it's OK, run telnet from your PC.
This will give you (and us) some clues what's wrong.
