If the menu script can't be processed you get that by as an error message (i.e. it's usually there but suppressed).
Sometimes this happens on a re-install where there's just enough left over from a previous install (one from before the change to the new menu system) to get some things visible but not a proper install (missing .js files, .css files, etc.) So to me it sounds like your install failed.
