If the menu script can't be processed you get that by as an error message
(i.e. it's usually there but suppressed). 

Sometimes this happens on a re-install where there's just enough left over
from a previous install (one from before the change to the new menu system)
to get some things visible but not a proper install (missing .js files, .css
files, etc.)

So to me it sounds like your install failed.  Clean things out and retry.

I'm using ntop version 3.2.1. I have compiled and installed ntop on my linux
box. 
web page show statistic but don't show ntop logo and menu.
instead it print line Rut Row - bad mojo Scooby!
What it means, is something is missing. Please give me pointer.
