What browser?  Does it support CSS?

The key is this item in each page:

If the browser doesn't recognize it as javascript, or didn't successfully
load the menu code, you'll see the rut row message.  Same if your browser
has javascript turned off!

You can test the retrieval directly for example:
http://tigger.burtonstrauss.local:3000/JSCookMenu.js will retrieve the
JSCookMenu code. And http://tigger.burtonstrauss.local:3000/theme.css
retrieves the CSS theme code, etc.

Also check the log to see if there are any odd messages.  You might enable
the web log (-a | --access-log-file) to see the requests as they are being
made.

I have 3.2.1 version and no older version. I'm building the same and
installing.I have checked install, files are perfectly installed including
.js, .css files. But still error persist.
