WINS just makes life so much easier as a developer. Seriously. Each product they try to remove WINS dependencies from, it breaks stuff and adds more complexity.
For example, you can run Exchange without WINS (and I'm referring to a complex Exchange deployment - multiple domains, discontiguous namespaces, etc.etc.) - but the complexity of configuration Is Just Not Worth It. It's a heck of a lot cheaper to run WINS - and less likely to break.
