The only odd thing we still see with Win7 offline files is if there is FSRM quota applied at the destination being synchronized, then quota and offline files don't know about each other and it can get stuck in a sync fail until the quota is increased. I'm not sure if it might show up as 0 bytes, but something to check?
Otherwise, maybe try a chkdsk c: (read only) and see if something is wrong with the local drive.
