  My guess:

  The switch or router is crap and is malfunctioning under a higher
packet rate/buffer load than it can sustain.

  Try a different brand switch.  If problem persists, problem is
likely the router.

  If it's the router, you're usually stuck with provider CPE for ADSL
circuits (around here, anyway).  But you may be able to have the
provider switch their CPE to bridge mode, in which case you can run
PPPoE on a router you provide.  That's what I recommend in most cases
anyway.  Most ISP-provided SOHO CPE is even more craptastic than other
SOHO gear.
