Well, fwiw, I'm able to manage Hyper-V on 2012 (full install) servers with the Win7 Hyper-V Manager. The version number of the Win7 application is 6.1.7601.17514. Maybe it shouldn't work, or isn't supported, but it is possible. Must research...
