To think strategically, you need to assess the goals and resources of your organization, and of your customers and competitors. In some cases, the resources are adequate to achieve the goals, and all you'll need to do is formulate a plan to achieve them. In other cases the resources are not adequate, so your planning will need to include either garnering adequate resources, or adjusting the goals. One methodology for approaching the assessment is SWOT Analysis: http://en.wikipedia.org/wiki/SWOT_analysis - do follow some of the links at the bottom of the page for further insight. So, WRT to, for instance, troubleshooting a malware infection: Tactical: How do I fix this problem - wipe and reload, or use multiple tools to clean the machine? Strategic: What weakness in our end-point protection posture allowed this problem to occur, and how do I prevent or at least severely constrain eruptions of further occurrences of this and similar problems- end-user education, whitelisting applications, better perimeter protection?
