I dont think I explained it correctly then;

 

scenario 1;
NAIROBI to HQ (FIOS)NYC - ports 25,443,80,3389, Traffic BLOCKED

 

scenario2;

NAIROBI to ANY OTHER ISP in the NYC (RCN/TIME WARNER/BROADVIEW)
