Yes I control HQ firewall and there are no country blocks, we have had OWA 
running since 2005 (even before we  had a VPN)

I am asking one of the users to test this evening with a 3g card (different 
carrier I think) to see if he can hit OWA from home

Do you control the firewall at HQ?  Are there any country-specific deny rules 
in place, or ip-based deny rules that correspond to your Kenyan ip addresses?
