Because in SMB you don't always get the solid routers on the branch office side to support robust VPN.

Not to mention iPads = byod and having a desktop that moves with whatever the user uses and doesn't depend on the platform will be WAY easier to use from the user side and manage from the management side.

A remote desktop server that they can hit via rdgateway. Especially those ipads.
That would also entail a VL version of Office to be installed on that RDS 
server.

Small businesses don't buy the VL licenses in order to support direct access.
