He has a Windows Server - he could use RRAS. He also has a Watchgaurd - those are reasonable aren't they?
And since when does iPad == BYOD? Surely they could be corporate issued tablets? If the OP only has Windows laptops and iPads, and the only requirement is to access a file share, then I think the cost of licensing Remote Desktop is overkill.
