all computers are set to sync from the PDC emulator DC, via GPO, the issue is the the PDC doesnt seem to pulling from the NTP providers i have chosen.

Are they configured to sync with the PDC via GPO? Have you restarted the W32Time service on the remaining (if any) DC’s, and resync’ed (w32tm /resync)?
