Here's what I'd recommend

On one server (not a DC), install the Meinberg windows port of NTP 
http://www.meinbergglobal.com/english/sw/ntp.htm

When you install it, it will ask you if you want to disable the windows time 
service - let it do so.

Configure it to use whatever Internet NTP sources you like.

Insure that it is indeed syncing with the sources you supplied (use the command 
line tool ntpq)

On your PDC emulator at least (better if you can do all DCs), do a "w32tm 
/config /manualpeerlist:xxx" where xxx is the server running NTP.
