FWIW, 8.1 said the Start "button" would return, not the Menu. Dodgy advertising 
I agree, but they never said the Menu would actually be there.

And it was the press who jumped on 8.1 U1 as the return - MS just said it would 
be in a forthcoming update IIRC. Although I'm not really defending MS - they 
could have handled this infinitely better.

I agree. I've used Classic Shell and Start8 and the latter is just 
better. They update it often with new versions. I'm very cynical about 
what (and when) MS will deliver a "Start Menu". Remember the press about 
8.1? That was supposed to be the return. Next is was Update 1. Now it's 
Update 2.
