I have also encountered bcd issues in WIndows 7 that could only be resolved with a re-install. I have no explanation as to why none of the recommended fixes or utilities that I tried worked. In the past 2 years I've encountered the issue ~3 times. From what I have been able to determine, the problems stemmed from improper shutdowns (mostly attributable to power-outages)
