Just a random thought and I have missed most of the thread on this.  But if 
they use the CU or ever dreaded SP mentality instead of 286 updates for a 
vanilla ISO install, do we all think this will cure the WUA issue that has been 
occurring since April 2015?    The way I understand that specific issue is if a 
Windows box has too many updates to catch up on it just times out.  And I have 
seen it happen here in person.  If we find a box wwwwwaaay out of sync it just 
pukes until we install the WUA update for that month and then it can see and 
install many updates to get caught up.  If like they are saying we get caught 
up with a Rollup then the WUA will never have to time out again, right?
Or am I over simplifying this?

Microsoft has released a one-time convenience roll-up for Windows 7 with 
Service Pack 1 (SP1) and Windows Server 2008 R2 with Service Pack 1 (SP1). This 
roll-up is cumulative back to SP1 and up to April of 2016. Since SP1, there 
have been well over 1,000 updates released in one form or another, including
