No this alone won't fix that. You'll still need the March update client
which fixes the svchost 100% cpu issue.

here in person. If we find a box wwwwwaaay out of sync it just pukes
until we install the WUA update for that month and then it can see and
install many updates to get caught up. If like they are saying we get
caught up with a Rollup then the WUA will never have to time out
again, right?
Or am I over simplifying this?

Microsoft has released a one-time convenience roll-up for Windows 7
with Service Pack 1 (SP1) and Windows Server 2008 R2 with Service Pack
1 (SP1). This roll-up is cumulative back to SP1 and up to April of
2016. Since SP1, there have been well over 1,000 updates released in
one form or another, including security updates, “hotfixes”, and other
