Do any of them have media readers that use the missing drive letters? I have seen media readers that take all forms of media (SD, MicroSD, USB 3.0 etc. etc.) that populate 4-5 drive letters upon insertion. If the device is plugged in before user login, H: and other drive letters are taken and the mappings can't happen. If you go into drive management and change the drive letters on the readers, it will keep those each time it's plugged back in.
