It would be normal for PDC's and BDC's to broadcast to port 138.  Sounds
like you have a pc out there with APIPA, because it cant get a DHCP
address, and its requesting NetBios update to the PDC/BDC.  You need to
find out the Windows 2000 PC that has the APIPA configuration, and change
it to a static address or configure its DHCP settings so that it can get a
valid address for your network.
