I had a college kid design an Intranet site for our agency and he did an exceptionally good job. He's in his 3rd year of college working on his Computer Science degree. He holds no certifications, but that does not change the fact that he's talented. He put in roughly 100 hours on this project and I want to pay him what's fair.
