It is difficult to tell what to pay them based on the info provided.  Is
it just static pages or a dynamic build?  Is it a self maintained site or
will it require a lot of support?
A web programmer is vastly different from a web page builder.  Based on
the information I would say $25/hr and make sure he is happy with that
especially if you want his services again.  If you pay too little and have
him do more work he's likely to pad hours to bring it up to what he feels
is reasonable.
Don't forget to write a strong letter of recommendation for his portfolio.
