Another reason might be the LEC disconnecting the lines 'proactively'. When
CLEC HarvardNet dropped their DSL operations, Verizon started disconnecting
the copper local loops BEFORE the official shutdown date without the
knowledge of HarvardNet. They claimed they we just getting a jump on the
work since it had to be done anyway. Fortunately I guess the stink was big
enough that they reconnected the loops until the real shutoff date.
