use regedt32.
Navigate to HKLM\System\CurrentControlSet\Services\DHCPServer and
highlight configuration key.
Click on File, Import and select the dhcpcfg file
I have done this lots of times and the only thing to be aware of is that
the original and new machine are the same SP.
