tool to edit ntuser.dat

Does anyone know of a tool to edit ntuser.dat, excluding regedt32 and
regedit?  I have a bunch of stuff I want to poke into Default
User\ntuser.dat, more than I want to key in.  The tools and programatic
methods I'm aware of all work on the current registry, not a separate reg
file.
