I have seen this before.

 

It was because the permissions for the Profiles directory were really weird, and only the administrator can do anything on the desktop.  Compare the permissions against a working NT workstation, and see if they’re identical.  If not, make the necessary changes to the problem workstation.

Check to see if Explorer.exe is running, if not someone is playing with you.

Well, I can not delete any icons on the desktop. Delete key doesn't work. I brought up the Display Properties and only odd thing I can see is, Background Pattern is empty and Edit Pattern button is gray out. All other seems ok. Maybe this Background Pattern has something to do with my problem.
