Use PSEXEC and do the following:
1. Connect from your workstation to SERVER1
PSEXEC \\server1 CMD /K
2. Connect from SERVER1 to SERVER2, with proper rights
PSEXEC -u MYDOMAIN\admin_user -p admin_pwd \\server2 CMD /K
3. Use NET STOP and NET START on SERVER2

OR
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Use a combination of PSTOOLS to do the following:
1. Connect from your workstation to SERVER1
PSEXEC \\server1 CMD /K
2. Use other PSConnect from SERVER1 to SERVER2, with proper rights
PSSERVICE \\server2 -u domain\admin_user -p admin_pwd STOP
some_service
