Are you running mirrors? I believe those are simiilar symptoms as to
booting off the wrong disk of a mirror set. If not that, double-check
your boot.ini against valid params ID'd in Q102873 and Q227704.
If you still can't get it, add /sos to the end of the boot.ini entry to
see a list of drivers loaded. See what the last driver is. What kind of
HD drive and controller setup do you have?
If neither of those are it, and you haven't installed any new HW (IRQ
conflict) or messed with services (dependecies), I'd try a repair
process (you do have your EBD, right?)

BTW, here's a list of info on the Recovery Console and valid commands
(it'll explain why you can't run the uninstall from RC)

Nothing has changed between installing SP2 and prior to that (there was
no
service patch installed prior to SP2). I had once applied SP1 and had
the
same thing, I just reinstalled the OS that time. The boot.ini seems to
be
okay since it is booting to my Win2K volume, the blue screen occurs
about
halfway through the colored Windows 2000 screen where the thermometer
guage
counts its way up.

Can you see what is in the boot.ini? It may be something wrong there...
Also, have you changed hard drives lately? I've seen this before when
changing from 66 to 100 IDE drives

What problems are you experiencing with SP2 that require removal, and
what is preventing you from using "Add/Remove Software"
