You could refer a BMP on a server. That way you can change it with no
hastle. If you only give read access to that BMP they wont be able to change
it either. You could also create a new policy for laptop users.

I agree......except whenone decides to rename their favourite BMP file to
the same name as the wallpaper. We now also have to copy the BMP down in the
login script (see how messy this can become? :-)
We also have different BMPs for desktops and laptops - no company logo on
the laptop -  to avoid the risk that someone looking over your shoulder at
the airport etc may realise the potential for sensitive data to be on the
laptop.
