TO is a good place to work. Vancouver I have no idea. Pay ranges from
$50,000 +, depending upon exp.
Good areas are Markham, Missisauga, Richmond Hill. Core TO is strictly
offices. But manufacturing companies are out in the suburb.

TO is on lake Ontario, so while it doesn't usually get cooler than -10
C and there are frequeny thaws the damp air hightens the perception of
cold.
Toronto seems to be a centre for computer jobs. Also Mississauga is a
good place to look.
I don't know what anything might pay. My impression is that pay levels
are all over the place.

When I left Canada in 98 SQL was big. I would bet that Exchange has passed
that. What job search sites have you visited? Jobserve.com should give a
good idea.
BTW, don't go to Toronto. Muggy in the summer, and cold in the winter.
Sorry guys from T.O., I will give you this; the cottage country is
wonderful. Vancouver, on the other hand <personal bias> has a milder
climate, and the rain there will make you feel at home, only the size of
the rain drops is bigger than in London. Within 20 minutes of the city
centre you can mountain bike through the forest, snow ski in the evenings,
rent a motor boat and go out on the ocean, golf, or go watch whales in the
ocean or aquarium. And? the football team is better than Toronto's J To
think, I gave all that up to move to England with me missusJ

Probably not the best time to be coming to the U.S. with all the
layoffs happening. At least in Arizona, most of the jobs posted seem
to be for Unix, Peoplesoft, SAP or Oracle folks. Very few NT Admins
are posted, definitely more Cisco than NT.
