go to
control panel -> scheduled tasks -> add a new task
set up
the task you want with security, etc,
go to
advanced options -> settings tab -> at the bottom is a check box "wake the
computer to run this task.
This
doesn't work for shutdown or hibernate, but it will wake from
standby/sleep.
then
you train the users to standby/sleep their machine instead of
shutdown.
