Ok, I found this:

It appears if you have a controller that utilizes OHCI ("Open Host
Controller Interface",) all it needs is the correct driver.

NT 4.0 did not support firewire originally. I suspect firewire support had
to be included in a Service Pack. However, I cannot find any support for
this on MS website. Here is what I did find:
"The WindowsR 2000, Windows 98 Second Edition, and Windows Me operating
systems all support the 1394 standard."
Make of it what you will. It's MS.

There was no trick to it, I just put in the PCI card and rebooted. I paid
$100, IIRC, for the card and StudioDV software at Best Buy. After installing
the software I plugged in my Sony miniDV camera and it was instantly
recognized.
I did have to download an update to StudioDV from their web site during the
installation process.

Yes, it does. I used a Studio DV PCI Firewire card with my Sony miniDV
camera on NT 4 very successfully. It worked with both StudioDV and Adobe
Premier.
