Wins Servers

I have Two different Domains using WINNT4 lets call them X and Y. Have a WINS server on Both Domains but since they are on different subnets I need to have them replicate for various reasons but they will not replicate push or pull. ONe domain shuts out the other with a message not having permissions. They are set up as push and pull partners too in WINS manager. WHy can't they replicate.
